The National Development and Reform Commission said on the 18th that it is currently making further revisions and improvements to the management methods for the remanufacturing of motor vehicle parts. This also means that long-prepared parts remanufacturing policies and measures will be introduced at an accelerated pace, which will bring major benefits to the industry. Experts predict that the auto parts remanufacturing industry will become a new "blue ocean" in the automotive industry.

Auto parts remanufacturing refers to the mass use of waste auto parts, professional transformation and repair, so that they have the same specifications and quality as new products. Generally speaking, compared with new products, remanufactured parts have great advantages in terms of cost, energy saving and environmental protection. Data shows that remanufacturing parts can save costs by 50% and reduce air pollutant emissions by more than 80%.

In December 2019, the National Development and Reform Commission issued a draft of the Interim Measures for the Management of Remanufacturing of Motor Vehicle Parts, soliciting opinions from the public. The management method clarifies the concept of remanufacturing, that is, in accordance with national standards, professional repair or upgrading of old motor vehicle parts that are no longer used due to functional damage or technical elimination, so that their performance characteristics, safety and environmental performance are not low For prototype new products. At the same time, the “threshold” conditions for participating companies have been clarified, the scope of remanufactured parts and components has been defined, a traceability system has been established, and management has been strengthened.

According to data released by the Market System Construction Department of the Ministry of Commerce, in 2019, the number of motor vehicles recycled nationwide was 2.295 million, a year-on-year increase of 15.3%. Since 2011, the number of end-of-life vehicles in my country has been increasing in a straight line, and the green recycling of waste resources urgently needs to be raised to an operational level.

Experts said that the remanufacturing of parts and components in Europe and the United States currently account for 50% of the automotive aftermarket, while the share of remanufacturing in China is only 2% to 3%. With the increase in the number of cars in my country and the growth of the age of cars, the remanufacturing of auto parts in my country may create a new huge market.

Because of this, the policy level has been promoting the development of the remanufacturing field. From 2011 to 2013, policies on promoting the development of the remanufacturing field were promulgated every year, and a number of pilot enterprises and production bases were gradually established. In May 2019, the management measures for the recycling of scrapped motor vehicles were officially announced, and the ban on the remanufacturing of the "five major assemblies" such as the engine, transmission, front axle, rear axle, and frame was lifted.

Although a good start has been made, my country's auto parts remanufacturing industry is still immature, the management level is uneven, and there are still many bottlenecks in the industry. First of all, due to the imperfect technical standards, management standards, and market mechanisms, backward technical capabilities, poor production environment, lack of professional skills training, and inadequate market supervision have affected the development of remanufacturing enterprises and the cultivation of the market. Secondly, the recognition of remanufacturing consumption is insufficient, and consumers generally believe that the quality of remanufactured products cannot be guaranteed. In addition, the current laws and regulations restrict the development of the remanufacturing industry in some aspects. The relevant management system must be improved, and the regulatory system, product and market mechanism for remanufacturing objects need to be formed.
